Building Management Professional Advisory Service Scheme (Phase 3)

Introduction
To enhance support for owners of old buildings, the Home Affairs Department has implemented the Building Management Professional Advisory Service Scheme (BMPASS). Property management companies (PMCs) were commissioned to provide owners of old buildings in need, in particular those of “three-nil” buildings (i.e. buildings which do not have an owners' corporation (OC) or any residents' organisation, nor engage any PMC), with a range of free professional advisory and follow-up services on building management. The objectives are to assist owners to better understand and discharge their responsibility for managing their own property in halting building dilapidation so as to enhance building safety and safeguard the public. The BMPASS has been implemented in two phases from November 2011 to March 2017, benefiting about 2 400 old buildings (about 36 000 units).

The BMPASS was welcomed by owners of target buildings and relevant sectors of the community, who considered that the Scheme assisted owners of old buildings in improving building management, living environment and building safety. Through BMPASS Phase 1 and Phase 2, we have successfully assisted in the formation of 295 OCs, helped 229 OCs in applying for subsidies or loans for building maintenance and 198 OCs in launching building maintenance works, exceeding the target of the Scheme.

The BMPASS has been effective and welcomed by relevant sectors of the community. We launch Phase 3 from April 2017 to March 2020 to cover owners of eligible old buildings which were not included in Phase 1 and Phase 2.

Targets
Buildings eligible for the Scheme should meet the following criteria:

  • residential or composite (i.e. commercial/residential use) buildings aged 30 years or above (excluding New Territories Small Houses and village houses, as well as house developments);
  • the annual average rateable value of the residential units:
    • urban area (including Sha Tin, Kwai Tsing and Tsuen Wan): not exceeding $162,000;
    • New Territories: not exceeding $124,000;
  • the common parts of the buildings are in disrepair or dilapidated condition, requiring maintenance or repair;
  • there is no OC or the management committee of the OCs is defunct/inactive; and
  • target buildings not included in either Phase 1 or Phase 2 of the Scheme.

Scope of Services
The scope of services of the Scheme includes:

  • conducting household visits and contacting owners directly;
  • producing building management audit reports on common parts;
  • assisting in the recruitment of Resident Liaison Ambassadors;
  • facilitating the formation of OCs or the reactivation of operation of OCs;
  • attending OC meetings to provide professional advice and secretarial support;
  • assisting OCs in applying for various loan and subsidy schemes for maintenance works, and following up on building/window inspections, maintenance works and tendering matters, etc;
  • assisting OCs in the procurement of third party risks insurance;
  • assisting OCs in the purchase and installation of energy saving equipment; and
  • providing training on building management to office-bearers of OCs, owners and Resident Liaison Ambassadors.

Selection of Target Buildings
The Government selects target buildings from the following categories -

  • Category 1:
Buildings for which applications are submitted by owners interested in joining the Scheme. Priority is given to applications under this category.
  • Category 2:
Buildings nominated by District Council members or District Offices.

Engagement of Property Management Companies
The Government has completed the tendering procedures and awarded contracts to two PMCs for provision of services from April 2017 to March 2020. They are China Overseas Property Services Limited (China Overseas) and Shui On Property Management Limited (Shui On).

China Overseas serves the following Areas –

  • Area 1:
Yau Tsim Mong District;
  • Area 2:
Kowloon City District;
  • Area 3:
Sham Shui Po District and Kowloon East (including Kwun Tong District and Wong Tai Sin District); and
  • Area 5:
New Territories West (including Tsuen Wan District, Kwai Tsing District, Tuen Mun District, Yuen Long District and Islands District) .

Shui On serves the following Areas –

  • Area 4:
Hong Kong Islands (including Central & Western District, Wan Chai District, Eastern District and Southern District); and
  • Area 6:
New Territories East (including North District, Sha Tin District, Tai Po District and Sai Kung District).
